Why did this happen? A recentarticle by Ernest Skalski, September 17, 2007, Salon24 website sheds some light on the events in the Soviet Union in the late 30s:

On July 31, 1937 the Politburo of the Bolshevik fraction of theCommunist Party of the Soviet Union following the recommendation ofNikolai Yezhov, the People’s Commissar for Internal Affairs and head of the People's Commissariat for Internal AffairsNKVD issued the Directive Number 00447: shoot 72,950 and detain 259,450 known and potential enemies of the Soviet Government. The families should be deported. The list should be split by regions reserving the right of the regions to expand them. They did. In addition to the quota set by the Politburo, 70,500 persons were shot. Upon completion of this directive, 386,798 persons were shot and 767,397 persons were detained. “It is better to do more than less” commented Yezhov just before he was also detained and shot.

Among the repressed persons for sure there were many Poles; however, soon they were marked for special treatment. On August 11, 1937 the Politburo issued a special directive Number 00485 concerning Poles and people related to them. Following this directive, 247,157 persons were shot (among them 110,000 Poles) and 350,000 were detained (among them 144,000 Poles).

Using the racial/national origin/ethnicity selection criterion – not counting future repressions during the Second World War – about 700,000 people were shot and about 1.5 million were arrested.
